It's honestly not about being interested or not interested, it's sort of something that people have nitpicked about in wrestling and storytelling for a looong time. You build up a mystery and lead it to the payoff.
Not sure if you're an active WWE viewer, but one of the few things people credit WWE for doing right is the Shield. Originally they were helping Punk protect his title, but they were never affiliated to him. If anything, Punk's manager Heyman had hired them behind Punks back, which was one of the seeds of the two splitting up and leading to Punk's face turn down the line. The Shield was then bought out by the Authority, who used them as enforcers for a while.
In addition, the Wyatt family has been used in a similar mysterious fashion. There's a lot of debate about the Wyatts, but their motives and intentions have largely remained a mystery for almost their entire time in WWE. They've made reference to carrying out orders for someone else, Wyatt specifically said "The devil made me do it!" as he attacked Punk and Daniel Bryan, two wrestlers the Authority were trying to keep down.
Then, when the Shield began beefing with the Wyatts, Triple H came out and tried to tell the Shield not to take that fight against the Wyatts, which the Shield quickly disagreed with, leading to them becoming more of a tweener stable and less affiliated with the Authority, all while leaving tiny seeds that the Wyatts could be working for the Authority, without blowing the proverbial load.
A slow build is a great way to build interest and intrigue. That's all Pugh was trying to say. You can really be more effective with a storyline by plotting it out longer, and not just for the reader, but for YOU, the writer, because it gives you more to do naturally without having to force it or squeeze it out, or worst case scenario, blow your load or diminish interest and then stand around wondering where to go.
I'd call him out on it in character but I don't want to put anyone to sleep.
